Financing for Sustainable Regional Development in Brazil

The Financing Project for Sustainable Regional Development in Brazil aims to provide long-term financing to the private sector for projects in logistics, transport, water, and sanitation across Brazil’s North, Northeast, and Center-West. An additional component of the project seeks to strengthen the management capacity of Brazil’s Regional Development Funds: FNE (Fundo Constitucional de Financiamento do Nordeste), FNO (Fundo Constitucional de Financiamento do Norte), and FCO (Fundo Constitucional de Financiamento do Centro-Oeste).

The project is connected to the IDB’s regional programs, South Connection and Amazonia Forever. The national Ministry of Integration and Regional Development (MIDR) will implement the project, including managing and monitoring the project’s resources.

Environmental and Social Classification: IDB’s project documents rate the project as having “substantial” risks due to potential direct and cumulative impacts on sensitive biomes, including the Amazon, Cerrado, Mata Atlantica and Caatinga, as well as existing institutional weaknesses in regional management.

The Inter-American Development Bank (IDB) will provide $500 million. 

The operation is “coordinated” with other IFIs, and amounts to $1.8 billion. This figure includes $500 million from the World Bank’s Bioeconomy and Sustainable Regional Development project, $500 million from the the New Development Bank’s (NDB)’s Regional Sustainable Infrastructure Development Program, and €300 million from the the French Development Agency’s (AFD) Transition for Regional Development, in addition to the IDB’s $500 million.

Our concerns include:

• Lack of robust stakeholder engagement could lead to deficient project design: Project documents state that no public consultation was required during preparation because the operation is structured as a financial intermediary. Meaningful consultation becomes mandatory only for subprojects classified as Category B. Category C projects have no consultation requirement, while Category A subprojects are ineligible under the project. In practice, this could allow the IDB and borrower to defer stakeholder engagement until after key strategic decisions have already been made, including which subprojects are financed, where they are located, and in what sequence they are implemented. Communities could then be consulted on individual works whose location and design have already been determined, leaving them limited scope to influence alternatives, shape benefit-sharing arrangements, or raise concerns about environmental and social risks while they could still be meaningfully addressed.
  
• Misalignment with community needs: As BIC and partners have previously stated, communities in the Amazon need infrastructure that improves access to key public services and connectivity while supporting opportunities to strengthen their bioeconomy initiatives. But infrastructure alone does not deliver inclusive development or advance sustainable development. Without robust upstream planning and meaningful stakeholder engagement, new infrastructure could instead deepen extractive development models. This concern is particularly relevant because project documents acknowledge that historically 60 to 90 percent of resources from these regional funds have been concentrated in energy generation, leaving other critical community needs, including sustainable transport and water treatment, severely underfunded.
  
• Weak implementation capacity: It is unclear whether the MIDR’s regional development agencies and the project’s financial intermediaries have the capacity to implement environmental and social safeguards or engage effectively with affected communities. Project documents acknowledge that neither the MIDR nor its regional agencies, currently implement Environmental and Social Management Systems (ESMS) consistent with IDB standards. They also note that these institutions lack capacity to conduct Free, Prior, and Informed Consent (FPIC) processes and do not have tools to monitor biodiversity risks. The MIDR’s regional agencies currently do not evaluate socio-environmental compliance and instead rely on unverified “self-declarations”. Despite these significant implementation risks, only US$10 million, or 2% of the US$500 million operation, is allocated to Component 2 (Management and Institutional Strengthening). These funds must cover administrative costs, the creation of a new Management Unit, technology upgrades, and pay for advertising costs. The IDB also plans to spend USD$45,000 on a gap analysis and USD$20,000 on designing an ESMS.
  
• Insufficient assessment of cumulative social and biodiversity impacts and risks: The project has been classified as having substantial environmental and social risk because its subprojects could generate significant and cumulative impacts on highly sensitive environments in Brazil, particularly the Amazon and Cerrado. However, the IDB website has not yet presented a list of potential subprojects, and no cumulative impact assessment has been disclosed to examine how these investments could interact and generate compounding impacts. This is particularly concerning because the project will concentrate on high-risk sectors, such as logistics, transport, and water and sanitation. Infrastructure in these sectors can fragment habitats, sever breeding and feeding areas, and create barriers to wildlife movement and migration. Roads, in particular, could open secondary access routes and facilitate indirect economic activities that drive deforestation well beyond the immediate project footprint.
  
• Weaknesses in the implementation of environmental and social safeguards at subproject level: Project documents place responsibility for core social instruments, including sociocultural analyses and Indigenous Peoples Plans incorporating FPIC, on the companies receiving sub-loans, while relying on intermediary banks to screen, verify, and supervise these instruments. BIC’s experience monitoring financial intermediary cases shows that this model can lead to significant gaps in environmental and social oversight when intermediary banks lack the systems, expertise, and supervision mechanisms needed to enforce robust environmental and social management requirements. This is particularly concerning in highly complex environments such as the Amazon, where Indigenous Peoples’ territories and protected, high-biodiversity areas overlap with organized crime and the illegal expansion of agriculture and cattle ranching.

Our recommendations include:

• Publish a list of projects based on clear selection criteria: The IDB should develop transparent, publicly available criteria for selecting sub-projects and disclose the preliminary project list before implementation.
• Conduct strategic environmental and social assessments: The IDB should require the MIDR to conduct a strategic environmental and social assessment on the preliminary project list, examining the regional and landscape-level distribution of benefits as well as cumulative and compounding environmental and social impacts and risks across the full project pipeline. Given that four banks (the World Bank, NDB, AFD, IDB) are financing related infrastructure in the same regions, the strategic impact assessment should consider both existing infrastructure and foreseeable future projects financed by these institutions. This assessment should include robust stakeholder engagement aligned with the project’s Stakeholder Engagement Plan and account for the complexity of a territory where Indigenous Peoples, Afrodescendant communities, and traditional communities coexist alongside weak territorial governance. The full project list and strategic environmental and social assessment should be completed and publicly disclosed before implementation.
• Strengthen institutional capacity and transparency: The IDB should make the results of the MIRD gap analysis and its resulting institutional improvement plans public. Intermediary banks should be required to maintain their own ESMS consistent with IDB Performance Standards, subject to periodic independent audits rather than relying on self-reporting. Disbursement tranches should be tied to demonstrated institutional capacity milestones, such as an operational ESMS and adequately staffed MIDR regional offices, before IDB and other financiers approve additional subprojects.
• Establish accessible redress mechanisms: IDB should require the MIDR to establish a grievance redress mechanism at the project level, which is managed by trusted stakeholders who are connected to the community.
