The ADB, AIIB, and IFC are co-financing a new gas-fired power plant under a public-private partnership arrangement with a private company. The project site was acquired nearly 20 years ago, through a military government-led process that did not provide any compensation to the residents in the rural area, who were using the land for agriculture. Twenty years later, communities still have not been adequately compensated for their land. In addition, the construction of the power plant has raised concerns about lack of compensation for damage to crops and grazing land; lack of meaningful stakeholder engagement and access to information about the project; and difficulties in access to the benefits of the project—particularly employment opportunities and the electricity generated by the power plant.
